BACKGROUND:
DoDEA Pacific was seeking contracted services to support compliance with Sections 504 and 508 of the Rehabilitation Amendment to the Americans with Disability Act which requires accessible media for government agencies, students and faculty at public educational institutions, government agencies and organizations who do business with the government or who receive funding from the government. DoDEA Pacific produces or manages audio-visual media that must be transcribed and/or captioned for distribution via web, DVD, CD-ROM and broadcast.
SCOPE:
SubPLY will receive from the DoDEA common electronic audio-visual files such as QuickTime, Windows Media, Flash, MPEG3 audio, MPEG4 video, iTunes audio/video, WAV audio, etc. SubPLY will transcribe the media and provide DoDEA Pacific a review and approve opportunity before a final timed-text transcript is delivered for non-linear editing (NLE) import, DVD/interactive CD authoring, web site deployment, videotape, broadcast, etc. SubPLY must also offer a live-event captioning capability that is compatible with industry standard media players such as QuickTime, Flash and Windows Media.
